youll miss a lot of honing books too and all other progression materials, currencies and gold but if youre only worried but leg cards then yea youll only lose some leg cards
you can grind the character w/o a powerpass and its relatively easy to hone to 1520 so you can still use the 1520-1600 event

There is an event in game currently giving a lot of horizontal progress. level 4 gives skill points, omni stars etc
And I imagine the express servers will get you to 1500ish as well so I dont see a point in waiting

Just go and do the "Arkesia tour" top right of your screen, left to the minimap, will give most stuff, for the ones you lack after you can alt+d and search for them, it will tell you which ones you lack, then you can go to maxroll.gg to check guides in hoe to get them

If you're looking at reddit, please don't, bunch of losers that don't even play the game yet they are there just to trash talk it for no reason, as for what we've been saying, people have over 1000 reasons to gatekeep anyone for anything, literally, even if the skin you have is ugly is a reason to gatekeep you, don't look too much into it, just try to get people to play with like a guild or friends or a static or whatever else, make your character have a decent build, cards (with time), at least lv7 gems from npc for free (higher is better), good and high combat stats etc

Gems are free (or at least free to switch skills anytime) and engravings are also free, you want and have to setup a DPS bard build to be able to clear the raids, which is not hard actually you can just follow your nexus guide (or go to your class channel here), otherwise you will lack damage with a sup raid build
Solo and group raiding are completely different for supports, which may lead to bad gameplay choices later when you transition to group play, if you got any other questions feel free to ask here or in the bard ch

also though I wanted to finish the campaign, but I can't go to the next country without leveling up

Yes there are ways
First, chaos dungeon, second, event shop, third, idk if tower is available at that ilv
Event shop is giga juiced so most of the mats will come from there
The only issue here will be orehas later on
100% go to your stronghold and start doing stuff
Level it up so you can setup your farm to start getting mats to craft orehas later
Dispatches and crafting
Specifically you can craft "Dyorika waterwheel", as it only costs silver to craft, free exp
Worse case scenario you can also dispatch your guardian raid from there
