Step 1. Reclaim your characters from the Universal Storage on the character select screen.
Step 2. Login and claim your cards on the Universal Storage tab on the card menu using ALT+C.
Step 3. Reclaim your roster storage by using ESC and opening Universal Storage.
Step 4. Re-equip your cards as they were reset and must be re-equipped.

The amount you build the pity meter changes for each higher LvL hone. And it can be 100+ taps at some ilvls to max pity.
You can use the Maxroll Honing calculator and see exactly how many taps each hone requires
