There's a bit of luck involved, too. But I think the arcanist ceiling is super high. I also said high investment so if you want to outperform you have to have good invested gear

You got the Elgacia Powerpass from the event that is still running from when Breaker released in March, it is just available to everyone. The North Vern ones you have are from when you completed the North Vern story however long ago. The South Vern one I truthfully have no idea where that is from, if anything it may be expired and you can't use it.
There is no "unlocking" any other powerpasses.

Yes. What Lich was referring to is that the closer you are in the story to any particularly named Powerpass makes it cost less. So for instance, if you have a character that has completed things up to but not including Elgacia you can get the Elgacia Powerpass off the store for much less than it would normally cost for that character. The same goes for the Voldis Powerpass.

If you don't skip anything in the power pass, it has you replay key moments of each story segment.
Not just watch the cutscenes, but actually play the story quest.

the power pass will kick you to trixion to speak with beatrice. from there, there will be a big skip button in the top left(?) of the screen. you can skip each segment, or play through it. you can also pick and choose which ones you play since after each segment, it'll kick you back to trixion once again.
