Well in the absence of a Powerpass you can use Knowledge Transfer a character, from your Stronghold, to North Vern. This will give that character level 50 and 500 ilvl gear and you can progress it from that point. Outside of buying another Powerpass that is how you will need to progress your alt. You won't be able to apply the Super Mokoko Express to it, however, as you have already used it on the 1563 that you have.
