Jumpstart servers had combat level exp buffs for a time, but also if we are talking about recently then I imagine that if that exp buff is still present they used that to get to at least 56.75 (or whatever it is) and then used the exp pots from the Super Mokoko Express to just get level 60.

Outside of those specific circumstances there isn't really a way to get level 60 that fast.

If you want to run alts or push some alts then you can do so. Just be aware...investment. During these kinds of events is the best time to push alts if you want to push alts, it cuts down on the investment required but it does still require investment.

To answer, skip all dialogues and cutscenes for speed, do tower and event shop for hone mats, island route helps if you somehow don't have enough mats to hone to tier 3 yet, then just keep doing dailies, weeklies and event shop and keep honing, there is real super duper fast way to get high ilv without any event, it takes time, thus why no one recommends it when there is a powerpass available like the one rn

The only restriction is you can't get gold from more than 3 endgame content raids (WHOLE RAIDS, not gates) per char up to 6 chars

Believe me, unless you like reading the story, the game won't teach you anything about endgame while doing the story, only the very basic stuff like honing

There is a lot of stuff you unlock only at tier 3
