The elgacia main quest has around 3-4 hours of prerequisite side quests that you must complete at least once per roster. Buying the elgacia power pass will auto complete those for you.

some may argue u can watch stuff happen in real time and that’s better than videos or whatever/ some busses will allow you to play along if you know the mechs from videos or whatever

but if u want to do learning and not take busses that’s totally ok

yes, south vern would give t3 stuff and luterra would give t1 stuff

not a lot of people crafts those so it's difficult to see if there is a difference between the tier 3 maps
