If i buy the armor+weapon skin package from the shop, am I able to give them to 2 different characters? And does accepting the package from one character roster bounds it to that character?

As was said above, no, that is not the case. Old characters do not become useless, its just if you want to play alts then play alts, if not then don't. Alts are not required, they are there simply if you want to play them. Join your regions server and set up a learning party with an instructor.

Start with Brel and work your way backwards if you want to learn other raids.

Make it by hand

My concerns are the following :
If I do it by hand, some things will be hard to get, for exemple, I think Akkan gear is like 12 weeks of akkan while buying chests or something like that ? That kinda stuff
The resources I put into a handmade character could have pushed the Breaker patch character potentially to 1610 easily
