No, now you should do Brelshaza Legion Raid to get materials to craft Ancient gear so you can transfer your Relic gear into it.

When you transfer your piece of +15 Relic into Ancient it will go from +15 to +12 on the Ancient gear, but +12 on Ancient is ilvl 1510, so you actually gain ilvl simply for moving to the new gear set

As far as gatekeeping goes, it depends on what lobbies you apply to. If you are applying to a lobby and everyone in it has los30, don't expect to get accepted with los 18 or dd 18. If its a lobby with los 18 and dd30 people, you'll be fine.

I accept dd30 people regardless, how else tf can newer people get any raids done? It takes an age to get los30 and i would prefer to see dd30 players over los18 anyway

If you choose the wrong one, it’s not a big deal at all since you can freely swap between sets using Gear Set Conversion.
