of course doing horizontal (skill points, skill runes) will help your entire roster, but some classes benefit from it more than others
regardless, dont sleep on horizontals, but focus should be on vertical (increasing ilevel) in order to reach higher level raids to unlock more gold from raids

Yes, they reworked t1 through early t3. So anyone kinda in the middle just got pushed to t3 by default.
