The story will become gear gated. The story express will just give you gear to keep on going.
The actual rewards from the story express are pretty insignificant to endgame players.
So just use it.

Choosing a Path
South Vern Powerpass
You will have two options for progressing your character to endgame. The first is using a Powerpass to level boost (skip) older content up to a certain gear item level.
Currently, players will receive one South Vern Powerpass, which will boost your character to autocomplete South Vern content and all previous main quests and side quests. You will also receive a free set of iLvl 1415 Relic Gear. This is the fastest way to reach endgame Tier 3 content. There are also other powerpasses but they will give gear based on the relevant content completion. You can activate the powerpass on character selection screen through Event Pass Vouchers.

Story Express
The other path is selecting the Story Express. This express system will give the character rewards for reaching different story checkpoints. You will have to play through the original story and complete all of the continents up through South Vern. Upon completion, your character will also receive a iLvl 1415 Relic Gear set.
This is a good path for those who wish to take things slower and/or experience the story. It will take several hours to complete.
You will lose story express rewards if you powerpass or knowledge transfer (boost) your character on a story express track.
Many players will Powerpass one character and story express another character.

You have a limit of how many battle items you can use in instances, yes.
To get your Uses back you have to visit the Workshop โgold circleโ but you do not get your Consumables back
As in, you use them and they are consumed regardless
Lower level Guardian Raids do give you free Battle Items, but thatโs the exception.
