Skipping cutscenes is actually a good way to keep stacks since the time's still counting with cutscences so skipping them so you can continue faster making its likely to keep your stacks. you mostly lose out stacks when 1.your buddies taking forever to set up per gates 2. some mech has a very close timing on managing stack (Brel4 112 shandi mech) 3. people fuck up and need to restart etc.

I wouldn't worry much about "what's viable", as someone that has mainswapped twice at this point and my enjoyment from the game rising each time, I can confidently say fun trumps efficiency. Just do whatever you find is the most enjoyable for you, if it slows down your progress it really isn't a big deal.

it depends on what youre looking for out of it... story express gives u mats to help with honing + little treats with it. however vern pass allows you to skip all the story until either north or south vern dpending on what one you have. In total, its either if u want to save time from having to do the story, or do the story and get some decent loot out of it.

Better in what sense? Both options require you to do rohendel onwards unless your plan is just to skp everything. I will say story express is nice because it provides the upgrades you would have otherwise needed to farm so there's no downtime between continents, but the luttera to arthentine chunk of the game is very very long.

pretty much yes. it takes ~5 minutes to get full stacks but its not like it doesnt provide any benefit with <30 stacks . restart is a pain in the arse if you're using EP since it resets your stacks. brel g3 isnt that bad and shouldnt be hard to get the stacks up again. as for clown it also wasnt that bad i personally have EP1 on my chars as well (tho not slayer) so i'd weight EP1 at half stacks (15-ish) at roughly 3% anyway for most fights (homework etc.)

Then keep honing to 19, but you will in the future, yes or yes, be forced to do akkan for newer gear and to keep increasing your ilv, for now the latest content is akkan, and continent is elgacia, the newer continent will require higher ilv to even enter, and the one after as well, but no idea on what ilv exactly
Just be mindful that this is an extremely raid heavy MMO, so don't expect much horizontal and whatnot in the future

For 4x3 you can probably go even cheaper on accessories, on paper what you did looks good.
My advice, would be cut a stone first. Best Stones are usually 7x7, but you can work with multiple outcomes if you only want 4x3. Once you have the stone, you will know where you can save money.
