At +15/1490 you can do Brel 1-2. Brel gives new mats for a new set of gear. Same sets but higher ilvl. It much cheaper to do brel and hone the new gear & you get a couple free ilvl when you gear transfer into brel gear

Anything is possible with time and money. Current event gets you to 1540 easy. Voldis is 1600. You just have to get to 1580 and do your Akkan set + lvl 3 set

If it's your expressed char use free ones untill 1540 then replace with high quality ancient accs with right stats. engravings on those don't matter just yet since you'd still be using event engravings until it expires. You should have months to save up your gold to actually gear up on your accs

Tho maybe try to find like 100 qual relic ones thru raids and stuff since the free ones aren't an actual 100 qual relic accs. you are missing quite a few stats but dont sweat over it

You should double check, there's a flat crafting cost not just mats. The crafting cost for me is 271 for 15, which is a third of what the market price for 15 already is
