I have no idea how you bypassed the max by SOOOO much, but you cant place people. Youve used almost 1800 points of the alloted 900. If you want to change the placed people youre likely gonna have to remove a whole bunch before you can place anything.

I had a similiar problem which was related to the EAC not working properly. What I did was browse the game folders and looked for the folder that contained the EAC and I just deleted that entire folder and then verfied the game files through steam like 2 times to make sure they were put back automatically and I have not had this problem happen again

so the quests might not be as bad
