Ah, alright well then you likely just don't have the right gear. You either didn't complete the Shushire story which gives a free set of 302 ilvl gear which is the gear you can upgrade or you just haven't done your Chaos Dungeons and gotten the same 302 ilvl gear that you need from them.
As for the power pass, on that menu you would just need to scroll left but I would suggest trying what I explained above first before you do anything else.
Also as Signum said, don't use it on the character you're currently using.

I got my characters to 1520 with the latest honing changes for my alts so if the hyperexpress event is 1489 and below it really sucks especially with it having a support to 1540 which makes no sense not to apply it for the characters 1539 and below.

Yes, excavating for new accounts is a fantastic way to make gold when your raid gold is low.
I wouldn't buy any gems though, they come in over time, focus the gold on books, item level and accessories to build your charectors early on
