the odds for normal honing compared to free taps is doubled (like 10/6% compared to 5/3%, if i take to heart what someone said) so i would just convert them
try to get some early 10% hones on your brel armors without spending mats
they were the same odds, but i guess the hone buffs changed that, no idea if intended or not
but since the cost is quite cheap for relic now up to 1490...

then clear rohendel (460 needed) and yorn (600 needed), after you beat yorn, you can go to yorn chaos dungeon and get new gear drops there (will be 802 base item level), then you upgrade those to +15, beat feiton (960 needed) and punika (1100 needed), then repeat on the punika chaos dungeon to get new gear (1302 base), etc

It is not the max, but it should be the max you try to upgrade it to, further upgrades are a waste of resources since you will get new stronger armors anyway.
