I don't know about wei but I returned 13 days ago on Zinnervale after 1 years of absence too ( late dec. 22 ) and there is plenty of players

but to find people, doing the rowen/elgacia/pleccia/voldis story is required as not many people stay in lower cities anymore

as for horizontal content and other stuff, I don't struggle witgh activities that require multiple people

only some niche stuff are impossible if you don't form a group in advance

Nearly all meaningful endgame content you'll be doing in the endgame loop is cross server. No point in rerolling servers.

at this point, the best approach is, befriend a low level support, help them gearing up and then do the content togheter, is a long term thing but.. eh..
