If you agreed to do the roads, you have to do the roads unless he agrees otherwise. For the next part of your question, I'll assume that he agreed. If he agreed, YOU must be paying the modeler if you make a marketplace post. Otherwise have him make the post.

Yes, because otherwise you could be punished for posting on behalf of someone else / scamming (because you're advertising funds you don't have or aren't spending yourself). Plus it'd make the process 10x faster if HE makes the post so people can contact him directly. Anyways, since he agreed that means once your part of the job is done and he's paid, you can leave the project as he'd be on his own for the roads.
