Depends on the content of your ticket and who's available. If it's a Moderation issue for example, you'd have to wait for someone from Moderation who's available and able to answer your question to get back to you. Same thing with any other department

Depends on the agreement. I normally tell people I want payment before I give the work over but if there was no agreement made then really you did not specify you wanted payment before work so its not scamming.
If you send them the work but they then don't pay you it's then scamming. I can understand why people want it though to ensure you don't get scammed but I recommend in future commissions agree to them you will show images and videos before sending.

You see thats a bit of a tricky situation because as you did say in the post "payment upon completion" but that could mean anything really, that could mean you want payment after its made before sending work but it could also mean like you want payment after creating it rather then before creating it.
You can always create a scam report ticket (or I think the scam department can do some sort of middle man if you create a ticket) if that helps at all. It can take a while for a response though.
