Here are some benchmarks about the HD Graphics 630 vs the GT 730.
Have in mind that the HD Graphics 630 being an integrated chip that is included in a large number of intel processors (and also being more recent - 2016) is way more up-to-date than the GT 730 (2014) which nowadays is not really an option anyone would consider to play modern games.
There is also a lot of hard statistics proving the integrated chip more powerful such as the fact that the integrated chip depends on the system RAM which means if the user has enough RAM the chip can be quite powerful. Meanwhile the GT 730 is stuck to its 2GB of memory. Of course if the game is crashing maybe updating drivers can help 😛 However performance wise both are basically trash. the GT 730 for being quite old and the HD Graphics 630 for being just an integrated chip that is not meant to be the main source of video juice. But even then the intel chip will most likely crash a lot less and also be more powerful.

Uncertain if it still works as it was described when put into the game, but if its does the two different "resources" represent 2 hidden meters that both relate to being able to spawn in from the map. Garrison activity is the resting point for garrison size to which garrison size grows over time. I'm uncertain if fighting increases it (activity) but active set spawns does (Don't need to have people respawning to get a spawn point on the map). The goal of the system was to stop letting new captures have spawn ins from the map while not breaking the ability to have them at all and also address the issue of people potentially using spawn ins to forego needing any shirts (It costs Garrison size to spawn in and there is a timer longer then respawn time from travelling more then once in short time).
The entire system existed before teching was done via time without uparts so while upgrading could piggyback off this system there is no reason for it to actually do so if the devs feared players trying to maximize the system for their gain.
If you need even more precise information you are probably going to need to ask the devs as they do not tell us specifics about their systems in game at all, be it for some hair-brained design philosophy, security by obscurity or simply because the developers are tired of us metagaming the fun out of the game.
