I don't know if it's "fixable", as it just is how it is. I think the way they're made won't exactly allow them to be actual light sources no matter what. Main audience they're for is default look users anyway so rtx users just have to deal with what's offered. There is also completely dark environments in other game modes or in parts of them, it's just how it's built.
