That's usually done by having the steamvr mirror enabled. So that is being recorded as the main screen, and then they use the camera in game to get the third person view as well on the vrchat window

Normally you have the vrchat window that you see when you play the game. If you use the camera, the camera view takes up that window.
Steamvr also has its own window that always shows what your headset us seeing, but that is disabled by default. If you enable that steamvr window, you can have both the first person and third person views, and stitch it together in OBS

A non-staff cannot ban someone. It sounds like your friend have been blocked by that user. Any user has the right to block whoever they want, and there is little VRChat support staff can do about that, that is each person's personal choice.

Try to restart PC, then go online... If it still get laggy, try to get in steam, library, VrChat (right click) then properties -> Repair game files

you can try uninstalling/reinstalling the game on quest (it will delete your user data too afaik, which might help)
theres also options under options -> storage (or apps w/e it's called) which might have a "delete cache/documents" option that android usually has

it's really supposed to be for manufacturing defects but you can see if they'll rma for you anyway since it's so close to the purchase date

If you have a VR-capable computer, I'd def recommend looking into offbrand cables since the official Oculus one is $80 - the 10ft Anker cable is pretty good from what i've seen o:
