Tl;dr No you need a tablet/smartphone for the setup process. After that you dont need it with the quest.

For the right you dont need one at all as it connects only to your PC unlike the quest or quest 2 that can play standalone games.

80% of your performance issues come from people not optimizing their creations.
Take note of the fact that setting your minimum performance rank settings to medium will A) bring your frames up to 90 in non-unoptimized worlds, and B) will make you unable to see most people because everyone's using piss-poor avatars.
