Being allowed to upload is based on reaching a certain trust score which's exact algorithm is unknown to prevent exploitation.

You presumably need to play the game in a normal manner, walking around, meeting people and also making some friends. Idling wont help.
According to many responses in this discord the typical time it takes seems to be between 20-40 hours but big exceptions are possible.

Make sure you are not logged in to your steam account by accident and play the game until you get a notification or e-mail.

you can also lower your resolution this way to increase performance

also make sure your cpu is not throttled down due to dust and stuff like that

This game used to run with little to no lag, and now I find myself stuck in some worlds that weren't laggy, but slow me down to around 4 frames, where its either I exit the game to escape or endure as long as I can to hit home.

Well back in the days of DK2 the oculus just pretended to be an extra monitor

so it was easy to do that

but now it's a dedicated device not a monitor so I don't know if VRChat even supports displaying the headset feed to a monitor

If you have a headset you can use the mirroring tool provided with your headset

but without a headset it would just display black
