There are other factors that are included to you getting your upload permission.

Play the game, make some friends and go around would's till you eventually receive an in-game notification and an email saying that you have gotten the permission to upload user content.

By the way, for some reason my Oculus mic has stopped working. It can be seen in the settings in game, it registers sound in Windows, but for some reason doesn’t activate when I talk. What’s up with that?

People told me that I need to have a total playtime of 24 hours to be allowed to upload avatars, but I've been letting VR Chat play in desktop mode for a total of 24 hours, and I know by keeping track of my total playtime on Steam. Been from 90 hours of playtime to 119 hours of gameplay, so far.
