the most obvious issue with the graphics for me are mainly the texture resolution and the lighting in some parts
if you look closer, the 3d models are pretty low poly compared to half life alyx or boneworks in a lot of areas, but if you're just walking around in the dark looking for monsters, it's not that obvious
so maybe a texture pack + shader mods could fix some of it

keep in mind.. a RX480 was launched as a "VR capable graphics card" back in 2016. That was a arguable midrange card, that was 8 years ago. VR has come a long way now.

what matters is the local network speed between your router and your devices

if the router is in a different room, it's most likely using 2,4Ghz, but you want to be using 5Ghz, which can't pass through walls, so you should have an extra router as an access point in your room
