I'd suggest taking everything but the motherboard, cpu and psu out (basically the easy to get out stuff) and then try turning it on. If it doens't catch on fire, you're probably okay.

Thermal paste is going to degrade over time as it gets used. Why would you not apply fresh thermal paste when your cooling unit's already taken off??

What's the core count needed for PACKAGED games for a machine. I have an i9 13900k I use for my main dev machine and the simulator I built we supply hardware for it, but I need to update my specs - and I don't know how to quantify potential bottlenecking of the CPU (the gpu is at least a 3090 TI) in regards to getting an i7 or an i5 of the 13th gen. If the speeds are similiar (other than enthusiant turboclock stuff) how much will it matter - how multithreaded is a modern unreal packaged build (like 5.2) ?
So I've been directed here to get advice for building a new rig or upgrading my current one to meet the minimum requirements for game dev. I would appreciate any insight you guys might have to offer so please do feel free to chime in. My current PC Specs are as follows:

Installed RAM: 16 GB
GPU: NVIDIA GeForce GTX 1070

You can probalby just slap another couple of sticks of ram in there (16gb a piece) to get up to 48gb.
But if you upgrade in the future, you won't be able to use that ram in the latest systems.

You should never really mix and match ram. If you buy more, even if it's exactly the same type, brand and model, it can have issues if it's bought separately.
Even if bought together, there's a chance.
That's why you can buy matched pairs and quads.
Yeah the silicon lottery varies wildly with ram
Just get as close as possible to what you currently have.
Your best case scenario is nothing happens and your new ram downclocks to match the older slower stuff.
The worst case is constant crashes and boot failure
If it doesn't work, take out the old stuff.

You're also limiting yourself on memory bandwidth there.
Personally I'd just replace the 8gb with the 2 16gb. You shouldn't need more than 32gb, and if you did, you'd also be getting a top of the range cpu and gpu

I have a question (yes me the tech noob sorry) so I just readed these leaks from new RTX 5000 series of GPUs coming in 2025 :

I understand, there could be many variants with different specs too of these upcoming GPUs.
The question is moot because Nvidia targets certain brackets for power consumption. E.g. They'll have a 150-190 W GPU, a 200-240W GPU, and a 250-300W GPU, etc. It's not feasible to predict where in those brackets a particular GPU will fall. If their GPUs for a year are unexpectedly power-hungry or unexpectedly efficient, they'll simply move their GPUs up or down a bracket to compensate.
Will Nvidia's 2025 GPUs need more TDP or less TDP? Yes.

well they are necessary for a air flow through the case
so i usually go with 2 intakes in the front and 1 exhaust (close to cpu/gpu)
i also have the benefit of my entire houses AC unit is right next to my office so theres simple output and return vents i can duct to to help flow
case fans aren't made for pushing air through pipes/tubes they don't produce enough air pressure
as long as your room temperature is controlled, its good enough to pipe fresh air through the pc
so that the hot air wont stay inside it
oh i know, i have the hardware to create negative presure in the ducting
not a lot, but enough to pull light air and maybe some dust through it
the AC unit has to pull air from a 2,000 square foot house. its got really good power and i have enough duct fans from a demolition job to build a really cool unit, just need to get the heat out of the computer

they use different controllers/flash chips probably and one might be faster than the other, but that's almost negligible

For example my ram was below my HDD in my old laptop

Also make sure if you go the laptop route you buy the right memory

Is it normal for overheating to cause graphical glitches? Was just on my work machine, noticed visual artifacts that became increasingly present. Felt the case and it was rather hot to the touch (no dust, all packaging removed, plenty of air) and then the screen went black and I had to hard restart

so GPU test with furmark also done, in QHD for 1 min, no shutdowns, worked fine and with OCCT, i ran RAM test too for default 30 min, temp is going 90+ but no shutdowns or weird things happened. i didn't want to start power test again and searching in google.. thanks for helping and can u maybe tell if any tools are available or something to narrow down the issue ?

Nothing specifically better, Lumen doesn't use RT cores in software mode and in HW mode it barely makes a difference since it's still heavily relies on its software parts
Only thing that might have some difference is GPU lightmass, have used the rx6900xt myself a while ago with UE5 just fine

I was able to find a tear down video before I purchased mine, to confirm it was possible to add another m2 SSD and service the chips. The thing does overheat like crazy. When I did replace the paste and pads with top quality replacements I found there was next to no thermal improvement.
Rebuilding a PC right now. I can't work seriously on maps with this laptop, texture streaming struggles too much.
I tested UE5 on my girlfriend laptop and it was running fine with lumen on the basic vehicle scene (58fps at 1080p - without lumen 120fps)- the only issue it had is heating and disc space - it was also taking 11gb ram out of 16 so I'll probably go for 32gb version.
I've been doing a lot of work on this, but will help to go back to the big power sucking box.
