NATO cannot accept Russia even if they wanted to, it's antithesis to the purpose of NATO's existence.
If Russia become a member, then they'll need to find another third party as a threat and ensure the alliance still have a purpose.
That will destabilize the whole status quo and security arrangement between the member nations, opening a whole new can of exotic worms, none of the founding members want that.
