That's the claim, but there are so many assumptions that have to be made for it to be expressing itself sapiently as a chatbot that it's the least likely outcome. So, if you did want to prove it sentient or non-sentient, and supposing you could, the chatting is still the most absurd thing to base a conclusion on.
From the transcript, it's a good chatbot, but I think the focus on 'sensibility' 'sensibleness' (?) is more of a disguise for its weaknesses than an actual fix for them.
