it varies and up/down isn't the only choice. On my 1911, up is safe, same as my m&p shield, but on my shotgun up/forward is off, same for my bolt action rifles, but my AR, I think down was safe and up was fire. Then there are cross-bolt safeties and trigger-blocking safeties.
