So according to the docs - the StartRootFlow node is how you can do a RF without it being tied to a level. And the NotifyGraph node is how you should trigger the NotifyActor node. (Ignore the gameplay tag. That was just laying around)

for me there is only two reasons its interesting
1- badass editor utils (debugging, diffing, graphs, guids, saving/loading)
2- its too easy to create node inputs/outputs and latent stuff it provides out of the box
