That may be the case just for when the horse is running, however for moving an entire unit for dozens of miles along with all of their supplies, moving at that speed would not be realistic for more than maybe half a day. I agree that 6.4 is too slow for the cavalry, but 40 - 48 would be unrealistic and rather overpowered as well, in addition to making motorized essentially useless. Maybe 15-20 km/h would be ideal, imo.
