I am a bit late with the answer, but I want to add sth to this.

Generally speaking nazi symbols are allowed in media, as long as they are used in documentaries or in some form of art.
Art being like movies, series or (since 2018) games as well.
However, it is not allowed to project any kind of positive propaganda about nazis and their actions.

With that being said, as long as you are fighting nazis ingame as the clear defined villain, it is lawfully okayish. (No wild propaganda allowed.)
But in HOI you can play Nazi Germany and not exclusively against them. Which forces the developers to censor certain things.

1. I personally suggest that you do not as they are not all that great compared to just making good tank divisions.

2. Space marines are simply a very heavily armored tank battalion put on an infantry division. This results in a much more expensive infantry division that has more attack, armor, and breakthrough.

Paradox for some reason didn’t add in von Reichenau and Busch in Götterdämmerung. I think a case can be made for a lot of generals to be included, but these two got promoted to field marshal. Ferdinand Shörner, another field marshal, is in game. However, he is not a general and is instead only available as an infantry expert.
