You can, but it'll take several years to build the dockyards and get a good fleet built. Your starting navy is relatively small, ten dockyards isn't that much, and you also kinda need to build up your army.

if you want you can make cruisers, they're tougher screens but for the most part capitals do the damage right now

its also way cheaper to do destroyers but id reccomend at least getting destroyer 3 or be prepared to lose a few every battle

or really the carrier/battleship skills

superior tactician and fleet protector you'll get by fighting battlers

That' seems kinda marginal, even considering how terrible the AI is at both building and managing their ships.

I know my fleets are overkill, but my preferred comp is 4x CV, 4-6x CA and 40x DD (mixing in 4x CL when I have the time). The heavy cruisers are faster are cheaper than BBs, letting me spend more time building CVs.
