Well, if a country is capitulated but is in a faction and you conquer it and then cap the one who conquered it originally(e.g. Poland as the Soviets), you'd get that country in the peace deal

So if you conquer Poland from Germany as the USSR you get Poland in the peace deal and can annex/puppet it/do whatever you'd like

And that has nothing to do with the General Government, it has to do with Poland being dead and you conquering it
