in short you cant just put 100 mils on tanks because tanks do also require:

artillery factories for the barrels
engine factories for the engines
and tank factories for being a tank

for example to put these 75 mils on my Pz IV i need:

455 tank production capacity
195 engine production capacity
and 130 artillery prod cap
