To be honest, it's not an objective answer, everything depends on person to person but in your case, you need enough divisions and good templates to fill the deficit and the equipment gap. 1 infantry division full equipped is more valued than 5 underequipped

what i want for the next dlc. #1 revision of cities I don't want to see budapest be one tile on one side of the river, make it two tiles and split the victory points equally. Same with walking into a city and taking it all this isn't how cities or urban combat works. #2 I would like to see a revision to how ideologies work, I cannot stand seeing the monarchists always be non aligned but then seeing some random ideology also being non aligned. Same with different breeds of communism working together it bugs me to no end. #3 revision to the standard focus tree, Adding like idk 3 or 4 focuses unique to all the standard nations would be cool so that even though no one will usually play them if they do its like a cool easter egg. Especially with nations that usually get released during peace deals such as ukraine when the allies beat the soviets. #4 economy, as much as it is funny to do I don't think hungary can become a world power in 5 years. simple as.
