Basically you have screens (destroyer and light cruiser) they protect your bigger ships, they kinda sink up the damage from torpedos etc to protect them.
You have big ships, heavy cruisers Battleships and battlecruisers, they do all the heavy work.
And you have aircraft carriers but they are charging them

But theres a few rules like no more than 3-4 aircraft carriers

If you have 40 submarines, and shove them into one fleet.
A fleet also has squadrons. Let's say a fleet is an army and a squadron is a division.
If there is a battle, a squadron will fight it. Make many many squadrons with 3/4 submarines in it and put them into convoy raiding missions.
What it will do is make sure that instead of attacking 3 transport ships with 40 submarines, only 3 will attack them and the rest will look for other convoys
