As estonia i recommend you stick with cheap 18 width infantry, 9 battalions with support arti, support anti air, support enjineers. Then, conquer your neighbours. As estonia you do not have many factories, so you will build 1 infrastructure then straight to mils. You should go either mass assult right doctrine or grandbattleplan doctrine left. This should be enough to get you to win.

You will be able to get out more divisions then the ai neighbours can and quickly beat them
