Subs might, destroyers will probably not on their own

Most ships are screens, and the best ship against screens would be a light attack cruiser

light attack light cruisers with tier 2 armor (makes them mostly immune to light attack, upgrade to tier 4 armor when you can, skip tier 3)

battleships/battlecruisers (if you are a major and can afford the chromium) with 2 heavy turrets and the rest be AA

a carrier or two with 50% or greater naval bombers but you still want carrier fighters (maximum of 4 carriers in a fleet, any more and they get penalties)

if you are a major make torpedo destroyers as well

if you are a minor make heavy cruisers instead of battleships/battlecruisers to screen your carriers
