With no terrain debuffs artillery + gun 2 is better than gun 2 alone by... around 2.3%. This just happens to be the average terrain debuff for the division

Thing is your effective maximum org * soft attack would be 4414 with gun 0 and you would be using a 11/5 template, this increases to 5405 with gun 1 and you are using a lot less artillery (more of a 14/3 in this case)
Even rushing for 1939 artillery will leave you with an org * soft attack value of 5316, and you would have to use even more artillery in that case
One research of gun 1 is better than 2 researches of artillery
