I had the same problem @junior pawn , I deleted the v2.launcher.sqlite from the Paradox Interactive folder in Documents

then reinstalled the launcher from the paradox website

only problem is the game works, but I cannot make new savegames,or load old ones

Hi everyone, only recently my game has started to start to glitch. For the longest time my game always ran perfectly with decent frames etc. But now, it seems everytime I play the game, the screen will be fine then suddenly freeze and my actual pc screen starts blinking. The game will still be active in the background but my screen will glitch back and forth from the main menu and whatever I was just doing.

3. If you care, move the save game, screenshot, and career profile files to somewhere else
4. Delete everything in the Hearts of Iron IV folder.
5. Put all the moved files and folders back in.
6. Launch the game again.

What error does it give you when you try to delete them

Could it be that you do not have the rights to the userfolder where the laucher is installed? Do you have Ransomware Protection active? If so you will have to give the Launcher access.

Why does the game stutter with a freeze every time it hits 24 hours in-game time for me? Is this a bug?

It didn't happen to me when playing as Hungary or Austria and it doesn't happen in the early start of the game during my German Reich playthrough until after I'd begun rapid militarisation and expansion.

I only noticed it in my German Reich playthrough happening after that.

Follow those steps exactly:
1- Unsubscribe any mod you have
2- Uninstall the game
3- Manually delete the two Hearts of Iron IV folders, you can find one under documents and the other under steamapp. Those are the usual paths to find the folders
under documents
C:\Users\user\OneDrive\Documenti\Paradox Interactive\Hearts of Iron IV
and under steam
C:\Games\Steam\steamapps\common\Hearts of Iron IV
4- Open Windows Settings and search on the Applications if the Paradox launcher is still in the list, if it is uninstall it.
5- Restart your pc
6- Install the game again
7- Try if it works
