Note that the report may get closed because HOI4 does not officially support Intel GPUs on any platform apparently

Also something else to try would be to try and run the game via Proton instead of using the native build

If you don't have lag from the moment you start the game, I don't think it's because of graphics issues. It can be from a badly optimized mod, or just your computer failing to handle the amount of units the AI is producing over time.

OpenGL is highly unlikely to be faster on Windows than the DX* options. IIRC a dev noted it on the forum that on Windows it exists basically only as a development option / last resort fallback.

5. Put all the moved files and folders back in.

Yeah I dunno about your situation. Sometimes mods just... don't load for some reason. I haven't heard of a fix. Some people reported resubscribing worked but not everyone
