most if not all countries have a research buff for tanks, you can use it on medium tanks by early 1937 to get it by mid 1937
you can also use interwar mediums which are just the same as 1938's but with less speed and reliability, which is fine if you don't want to invest into sub-par tanks that constitute light tanks

1940 subs or cruiser subs with low visibility on always engage in the ocean (NEVER in shallow seas) ; light cruisers loaded with light atk and armor ; navbomb the shit out of it in port and in the channel

send the surface fleet on patrol, expect naval engagement, and wait

also, please pause the game and don't unpause it until all these alerts are dealt with and that you have assigned your armies to a field marshal

if you were to enter the war along with the allies, you would have almost guaranteed naval supremacy btw since UK fleet always patrols around the home islands

you can't navally invade anyone unless you have a set number of points of naval supremacy in the region, to achieve that you need to patrol the area and i think but im not sure if you place some naval bombers and fighters also in a base near the sea and direct them to operate above that region it increases your naval supermacy quick

same with paratroopers

to deploy them you need air supremacy

its not an equipment issue at all
