You need to change "map/terrain.bmp", "map/terrain/colormap_rgb_cityemissivemask_a.dds". I can give a video showing how to do this and you can do the opposite

just add line "835 = {<rand province in 835 state>}" and "836 = {<rand province in 836 state>}" in map/rocketsites.txt (instead <rand province> put province. ex: 3821). I haven't noticed the impact of these rocketsites, so it's just worth adding lines so the game doesn't complain

I'll probably only add Cornwall and Havering, cus Cornwall is a unitary unit and Havering is a boro, meaning they count as a separate administrative unit, which means they can be singled out as a puppet of England. (Northern England is simply part of the kingdom of England itself, not an administrative unit)

But with the Steam version, the state owner doesn't display differently until I load into the game after selecting a country

Following the East Slavic War and the rise of Marxism in Western Europe the British simply couldn’t afford to maintain the Empire and at threat of a Marxist revolution the British slowly started decolonize.
Leading up to the East Slavic War Spain and Portugal had Marxist and left-wing revolutions many Spanish and Portuguese nationalists went into exile as Spain and Portugal unified into the Iberian Combined Communes

The Italians Balkans is actually an “independent” (as in it’s called the Italian Balkans and is a puppet of Italy) but as it’s own focus tree and paths.

I'm making a focus tree for my modded austria hungary and the video i'm watching is outdated, the pinned comment says "An important note due to changes to localization in version 1.11+, for the localization to work properly please move all the files inside the localisation folder into a folder called 'english' for the localization to appear properly." can someone rephrase that? where do I create the "english" folder and by all files does that include the folders?

All languages have their own folders within localisation
So localisation/english has every English locale file, while localisation/spanish has every Spanish locale file, etc.

the idea is that Italy was awarded south tyrol in some weird AU where austria hungary lost but survived, and the national focus will be to reclaim south tyrol for the austro hungarian empire

well you could make it so italy get's an event and the event is like "Austria-Hungary Is Demanding South Tyrol Back"
because just straight up annexing it with or without italy's consent is weird to say the least, but if you're planning to use this mod for yourself only then keep it the way it is.

as you may know, in the "characters" folder in hoi4's files, each country has their own Text document where every character of that country gets their attibutes + a path for their portrait. I want to change the "August Mussolini" portrait, but couldn't find any trace of the character as a whole in the "ITA" document (the one, where every italian leader should be in)...

He's in the common/decisions/formable_nation_decisions.txt line 2536, he's not a character but instead your old create_country_leader effect.
That's an extremely contextual problem.
Do those states add provinces then you'll need to merge the province.bmp together.
You'll have to make sure their id's don't overlap (provinces and states)
Any references to those states from either mods will have to match their new id's if they are changed.
You'll probably have to generate unit positions and building positions.
It's a bit of work and that's most likely not all of what would be required.

I have been trying to make a hoi4 mod for a week or so. The code seems to work right, but I cant make it work. I even trying to copy and paste the files from a different mod and it still didnt work, making me realise it isnt a codding problem. I dont know what I am doing wrong. I created the mod in the launcher, pasted the files and then uploaded the mod to both steam and paradox. I added it to the playset and enabled it. Have I skipped a step and I cant make it work ?

Modders can’t enable their own mod via workshop. They have to use the local version. Subscribing to your own mod can also cause major issues concerning updating the mod

You don't enable the workshop variant, you enable the local variant
So basically, to give countries states, you have to set it in the files in the folder history/state
Copy over the states from basegame and change the owner and core to your country

In your mod folder, create the folder history, then in the history folder, create the folder states
After that, you go to the basegame files at steamapps/common/Hearts of Iron 4
Here, you go to history/states and from there, you have to copy over the states you want your new country to control
Paste them into the history/states in your mod
Then, open them up and change them to have the tag of the country you have
I am attempting to create a faction through a focus tree between a non-aligned germany and base game italy (fascist), but italy will leave the faction (of course). Germany is the one that has the focus to both invite italy and create the faction. Is there anyway (like an idea) to make the ai italy coded not to leave the faction? I was wondering if I could do something with the "strategic reasons to be hostile to" stuff but I don't know how to mod that.
