you can get 1 tier higher if you corrupt a waystone so you can get a T16 waystone by corrupting a T15 buts its rng.... it can also go down a level

Ascendancy skills are tied to your level. Weapon skills are tied to the level of your weapon

I believe you need a level 19 weapon skill (item level 84? i think) for a 6-link weapon skill

Where did you get the first 5 T15 from ? If you did the quest line that lets you progress through all tiers of maps, you have passive atlas points to spend and then you can arrange them in nodes to get more waystones more often with higher tiers. You can check a million videos on YouTube about which nodes to use

the ascendancy chosen for the build is the one that works best for that build. going with the opposite ascendancy not only cuts out mechanics that are exclusively enabled by that ascendancy but also locks that character to that ascendancy as there's currently no way to switch

Around 30% minimum to start with should see you going through a few maps easier but yes resistances need to capped at all times (meaning more than your cap limit in case an enemy has a curse or some modifier to reduce our resistance)

Yes they do but the chances are slim and not all bases are useful some base body armour naturally has a better base armour so if it's specific to your build then sure do a few crafts but not every single item

well keep in mind, that's a stat stacking node

it's not gonna be as good with just 150 or so int and dex or whatever you have

you'd want to be stacking a few hundred and be stacking stat bonuses from other gear, like HOWA

in theory, but in practice increased elemental damage is not good. it adds to the existing stats from your passive tree. so if you have +300% increase cold damage, it becomes +490% with this weapon. So technically a ~60% damage boost, not a 190% boost. It's generally better to have raw physical (both flat and % boost) on the weapon.

I'm fairly competent with knowing where my issue is from my several thousand hours in poe1 and I was still lost on what was getting me in a3 here. I think I was even close to capped ele res with CI and had a 300-350 pdps staff and I was struggling. it was worse on my mercenary with the same conditions. I think the only difference was evasion helping a wee bit with keeping me from getting hit sometimes.
