Quite sure the Final Letter in Act 2 Cruel can bug out. I distinctively remember delivering this in normal difficulty, since you had to talk to a NPC with a special dialog option. i have both the support skill "acceleration" giving me projectile speed
aswell as the passive skill "feathered fletching" giving me bonus bow damage with increased projectile speed.

I am playing Arc 2's first quests and with my current Witch Necromencer build I feel so weak. Arc 1 goes well(except the last boss, and somehow I managed to pass).

I changed my build three times and each build is really planned and I even search the youtuber videos, reddit etc. and while my friends beating and having fun with the bosses, I spent 10-30 minutes just dodging and damaging very little to the boss.

Before you say anything, my friend watched me and even they think I just "dodge" and when attack, I did literally very small damage. I have perfect items for the each built I tried.

TLDR: Is Necromancer build only strong in Arc 1? Arc 2 and above feels like I am so weak and it is not worth to continue this class...

I have built almost everything as much as possible with gold items. All my items are gold and all my active skills are level 6.

I have tried chaos and defense build, and I am currently building minion based skill tree but I search and find nothing about Arc 2. When I tried all thses builds the only thing I see is I am dodging to be alive since I damage very little.

You can still progress forward, tons of people are just skipping ascendancies anyway because it's way too hard. You can still grind and progress the campaign as it doesn't depend at all on it.
Here people literally cannot progress further at all, they cannot open a single map and continue progressing. It's a huge issue that also affects way more people from all the threads and replies. This must get to GGG's hears soon.

You should feel the difference. I would look at optimizing the evasion on the torso (it should be one of the main source of evasion) and the ES on helmet for being optimal.
If you can, also look into getting some freeze/chill or stun it will also increase your survivability. Especially freeze. It look really overpowered
