You need power charges for charged staff right? People use 'Combat Focus' from a spirit gem which helps you gain frenzy charges when you kill things / hit rares + uniques. Then there is a notable on the passive tree that makes you gain power charges instead of frenzy charges.

frost darts + rapid casting + conc effect
ice nova + magnified effect + considered casting + freeze
frost bomb + magnified effect + potent exposure + short fuse
snap + magnified effect + considered casting + elemental focus

Packs died instantly, bosses were a little slow. Frost darts isn't super great for single target. There aren't many good single target options without comet and triggers.

The gamble vendor in town. This gets unlocked in act 2, I believe. Finn, Risu, and Alva are the gamble vendors in acts 1, 2, and 3, respectively. I personally don't recommend gambling for gear unless you have gold accrued from other characters you've leveled and have more gold than you know what to do with. The normal vendors are very solid on their own.
Telling new players to use their limited Gold on a starter on gamba is terrible advice.

If you have a good piece of gear or weapon, use artificer orbs to add sockets and then put runes in those sockets. I'd recommend runes that add damage (usually 20% increased physical damage) on weapons and runes that add elemental (fire/cold/lightning) resistances on gear.
Runes are rare, and during campaign you are changing gear frequently.
