Ice nova, frost bomb and frostbolts are the ones i'd go after, paired with a staff that gives freezing shards. Focus mainly on improving those skills. I'm in act 3 now and i've been using those skills as soon ad i unlocked them. Good stuff

Yeah, it's great if you're not using oos. Lightning arrow loves it when you use lightning rod with scattershot. But if your using orb of storms, it's purely detrimental

It depends on the zone, but you want to cap all of them. During early campaign when you actually can't get enough, I like to equip gear to get more res for specific fights. Act 1 boss, for example, does a ton of cold damage so I'll swap in some sapphire rings just for that fight

Depends on the build. Both are popular, but we can't compare them without more metrics. And the answer is almost certainly going to be either, "Depends on gear" or "we don't know"

Ah, yeah, you're off base. Stormweaver has nodes that are completely independent of the damage type you deal. Arcane surge, for instance, gives you cast speed and mana regen which helps with all spells that you cost yourself
