Instead of using percentage I set a resolution. To pick the proper one you could use the original gif's height in pixels and use it for the resizing height. Then calculate the ratio between the minimum banner height and what you set and calculate the width :D

There must be an easier way to do that and maybe the site gives you an easier solution but I'm just typing what I'm thinking

best guess you either tripped a behavior check that made it look like you're a spammer (sent lots of DMs / friend requests in a short time) or posted stuff in servers where other users reported those messages as spam (not sure on that last one if it causes the likely spammer thing so just a guess)
you can check in your account standing if there's any violation you can appeal, but otherwise pretty sure you just have to wait it out while avoiding to do more actions that makes discord think you're a spammer

I also watched a video from the YouTuber No Text To Speech (probably the biggest Discord-focused YouTuber), where he mentioned that Discord was planning to introduce an internal report/ticket system. But it’s been almost a year now and still nothing.

SO,

If I wanted the absolute best setup, would Ticket Tool + Sapphire Bot still be the best solution for a clean, professional, polished result? Or are there better alternatives out there?

(Keep in mind I’d like to be able to use custom emojis without having to pay — since Ticket Tool requires premium for that.)

Ticket Tool is a good ticket system indeed. Here, we are using https://github.com/Dragory/modmailbot but you have to host the bot.
For Sapphire, it depends on what you want to do. It's a good bot for moderation with a dashboard for easy configuration.
