If Discord took reports via screenshots, I could just report the edited screenshot and say the message was deleted. If Discord took action towards your account, would that be fair to you?

The reason Discord requires messages to be reported in the app (right click > report message) is so the messages get saved internally for them to see even if the message was deleted.

It is for the safety of the users that Discord does what it is doing now. It's not perfect and it definitely needs improvement but it prevents bad actors from falsely reporting you for messages you didn't say.
